Teaneck’s Board of Adjustment has for more than 8 months (since February 21, 2019) been hearing arguments about a revised proposal that would allow a large 68-unit rental facility to be added to the middle of State Street between Queen Anne and Teaneck Road – at 100 State Street.
Information about the most recent hearings (the 5th hearing on 9/5 and the 6th on 10/3) are best reviewed by TTT at click here. The transcript for the 5th hearing is available. The transcript for the 6th hearing is to be available by Tuesday afternoon, 10/29.
A Resident’s guide on how generally to how to participate in these 100 State Street hearings can be found by clicking here.
There are currently two ways to prepare more specifically for any upcoming hearing: 1) Reading the verbatim transcripts or 2) watching or listening to the videos or audios of the prior one.
Reading the verbatim transcript is preferable and you will want to focus specifically on the two-sessions of testimony by of the developer’s planner, Steven Lydon. The developer’s planner has the burden of proof to show that the 12 variances requested by the applicant can meet the required proofs that each variance poses. You will want to see whether Lydon meets that requirement.
1) Lydon’s initial testimony was way back on May 16 and can be found by clicking here
2) The second and final Lydon testimony from 6/20 – and his Q’s & A’s with residents – can be found by clicking here.
3) As noted the video and transcript of the 9-5-2019 hearing (click here) show the flawed 3-hour Planner Lydon defense of his testimony — and particularly of his inability to backup his erroneous claims about how the Town’s Master Plan and the subsequent re-examinations support the further construction of dense, high-rise structures on State Street.
You may also want to take a look at the extraordinary three paragraphs on page vi of the Executive Summary of the recent State Street Impact done by Town Planner Preiss -because he specifically says that proposed developments on the State Street are inconsistent with the Master Plan and if implemented wold “irreversibly” chang the character of the Town. You can get to that document by clicking here
The other way to prepare for the next hearing is watching the videos for each of the first 4 100 Street hearings on You Tube. See below.
To see video from Lydon’s portion of the 3rd hearing from May 16, it too is is featured in videos. More than 150 people attended this session held in the Teaneck High School Auditorium. There are 2 videos for this session – the latter [Lydon] half of the 3rd hearing can be found on You Tube under riverbankchuck or by clicking here. In the early part of that hearing, the developer’s engineer discussed parking arrangements. That video can be found by clicking here.
There is still more for those who really want to know the full history of this set of hearings, TTT has filmed them all and you can have easy access to them all.
The second hearing on the proposed 100 State Street project occurred on April 4, 2019 in the Teaneck Council Chambers which was attended by an overflow crowd in excess of 100 people. To see the full “hearing” portion, click here. To see the hour-long Good & Welfare portion click here. (Both videos can also be seen simply by scrolling further down on this post).
At a Council meeting between the 1st and 2nd Hearing (2/26), an astonishing effort to shush one Council member – but allow another to discuss/opine – about the 100 Sate Street application occurred. It can be seen in an 8-minute video by clicking here or by scrolling down to the videos near the bottom of this post, labeled: Who is allowed to speak about 100 State Street?
The first hearing to consider approving this project – with the required variances – occurred on February 21, 2019 at the Rodda Center. A 2.5 hour video of that hearing – which included a description of the new project by the developer’s attorney, Wendy Berger, and the project’s architect and traffic engineer – with some public questions – can be found either on You Tube by clicking here or by scrolling down on this post to the line 100 State Street – first hearing video.
Here is the zoning officer’s summary of those 12 “variances” from the current multi-family residential zone

Can we see some of those zoning officer described variances on charts? OK

Who is allowed to speak about 100 State Street? At a Council meeting between the 1st and 2nd Hearing,, an astonishing effort to shush one Council member – but allow another to discuss/opine – about the 100 Sate Street application occurred. This video is only 8 minutes but may well illustrate the state of what the public is being allowed to hear and know in Teaneck
The second [4/4/2019] Board of Adjustment meeting on the 100 State Street project is found here in two separate videos. The first is the entire hearing portion.
Then Below it find a video of the full public input (Good & Welfare) session at this overflow April 4 Board of Adjustment meeting.

Among the specific issues at the first hearing was safety and questions about the materials to be used at 100 State Street
