Breaking News – as to the proposed Ordinance 25-2018 (the proposed Redevelopment Entity Ordinance), Council first delayed final consideration of this Ordinance from October 23 to November 19 and then, at the regular October 23 Meeting, the Mayor suddenly – with virtually no explanation – announced that the approval of the Ordinance was not going to be voted by Council. It is currently listed in the Town website’s list of Ordinance’s as Tabled.
But wait: at that very next November 19 2018 meeting, the Council voted in two separate unwritten and vague MOTIONS to ask the Planning Board to declare two Town-own properties to be in need of redevelopment. Councilwoman Rice three times asked the two logical questions – why are these deemed to be areas in need of redevelopment – and for what purpose would the Town seek to define them such?
She never got an answer to the 2nd question.
But that is not the end of this November off-agenda subterfuge. Somehow these two ill-defined motion votes at two different times in the meeting became a single certified consent agenda RESOLUTION sent to the Planning Board.
Alan Sohn and Chuck Powers just wrote a memo to Council about this issue. Click below twice to see it

Let’s review – there literally was no redevelopment resolution that 11/19 night- But state law requires that there be a RESOLUTION
But wait, then how did resolution 222-2018 “pop-up” at the 12/13/2018 PB Meeting? Well, if you have 15 minutes, you will know what did and did not happen two days before Thanksgiving. And then ask yourself the question: What ever happened to certified public documents that are authentic?

NOW Back to the original Ordinance introduced on October 10:
Resident should be aware of two possible next steps: 1) On November 19, Council asked the attorney to draft a proposal to designate the current DPW facilities on both River Road and Teaneck Road as “in need of redevelopment” – though as of 12/9 no such proposal is found on the agenda; amd 2) the possible surprise placement of the broader Redevelopment Entity Ordinance on a later Council agenda.

If we do see this Redevelopment Entity Ordinance again, Teaneck Residents will want to that proposed ordinance, click here. It was introduced at the October 10 Council Meeting
As noted, TTT has prepared a You Tube video of the complete council-resident-attorney discussion of the Redevelopment ordinance at that October 10, 2018 meeting. The video includes the Council’s quick 5-2 vote to introduce the Ordinance followed by a very intense Council discussion that ran until the end of the meeting at 11:30. The video also includes the entire Good and Welfare public discussion of the specific redevelopment proposal that occurred earlier in the meeting. For the resident speakers during G&W a key issue was whether the entity could avoid conflicts of interest if the Council was to BE the Agency. Again,to see it click here
You will also want to see where Council first discussed the ordinance? It was at its 9/6 off-site Retreat. This Council retreat was not video taped by the Town. The Town website does not even have the audio the Town made. But you can go to click here to see a resident’s video of that entire Retreat and specifically the revealing 20 minute discussion of the Redevelopment entity proposal. To see only the redevelopment discussion, click here
Teaneck Residents are unlikely to be able to go soon to the Township website to track what Council was doing at that meeting – or many others. They may then want an in independent description of the entire 10/10 Council meeting. There was one developed by Township resident William Orr and you can read it by clicking here. Note: THERE ARE NO MINUTES FOR Website COUNCIL MEETINGS FOR MORE THAN 7 MONTHS – since mid-February!
What did Town Planner Richard Preiss pass out that describes the benefits as the planner sees them should a municipality create a redevelopment entity? You can read his short list of benefits – but may have to enlarge the document on your device. Click = Benefits of Redevelopment (Philips Preiss) – Council Retreat 9-6-2018
